Objectives

Describe the instructor evaluation program: initial, periodic, and for-cause evaluations; what is evaluated; and what happens on a downgrade.

The three evaluation types

• Initial — before QI designation: teach a ground segment, conduct a field lesson with a real or role-played student, and grade a flight; the evaluator grades the instructing and the grading, not just the flying.
• Periodic — annually (proposed): an evaluator observes a normal instructional sortie. No dog-and-pony version; the point is the everyday standard.
• For-cause — after a training-related incident, a pattern of grading variance, or a student failure trend traceable to one instructor.

Downgrade and requalification

An unsatisfactory instructor evaluation suspends QI status. Requalification is specific to the deficiency: a grading problem gets calibration and a re-check on grading; a teaching problem gets supervised instruction. The record shows the downgrade, the corrective action, and the requalification — an audit should be able to read the whole story.

The no-surprise principle

Instructors are evaluated against the same published standards they teach from. If an evaluator wants to hold an instructor to something, it must be written down first — the same contract students get from the PQS.
